On December 9, the Verkhovna Rada adopted in the first reading a bill on penalties for violators of the curfew. The draft law No. 10195 was supported by 233 MPs, according to the bill published on the parliament website.
This bill is the first legal document of its kind in Ukraine which will introduce fines for those who violate the curfew restrictions. The status of the curfew in the country is now determined by the Cabinet of Ministers, and this bill will ensure legal and financial liability for its violations.
The document envisages the introduction of several categories of penalties depending on the violation of the curfew. For example, for walking in the streets between 11 PM and 6 AM, citizens will be fined in the amount of UAH 1,000 (about $36). For breaking the quarantine in the general house or other premises – up to UAH 5,000 (about $180).
The MPs also introduced the responsibility for those who may organize mass events or sports competitions in violation of the curfew, and the penalty for such violations can be up to UAH 50,000 (about $1800).
The bill also provides for a criminal penalty for violating the curfew. For example, the organization of a mass event in violation of the curfew can lead to a fine of up to UAH 50,000 (about $1800), or imprisonment for up to three years.
The adoption of this document is an important step in order to ensure public order and health safety in Ukraine. It is expected that the law will go into effect in the near future, and citizens should take it seriously. The introduction of the sanctions should motivate all residents to follow the curfew rules and help to prevent the spread of the coronavirus.
